We know the state is among the better as far as unemployment is concerned, and we know there's plenty of development, as evidenced by the oil and gas industry and the opening of Caterpillar here in Victoria.That's why it's a little surprising to see Texas did not make the best states list. Oh well, at least we didn't make the worst either. Here's the lowdown.
