I guess you won't be able to after all. Because "THEY" don't want Victoria to have a waterpark. You know, something that people might actually travel TO Victoria for from surrounding areas. But nobody will come to Victoria for a waterpark, right? Try telling that to people in the metropolis of Sheridan, TX.
